back hoe operators

I have a clooged water line somewhere and need to find a good back hoe operator to help me locate the clog. Its buried threee feet down and is 2000 feet long so i need someone fast good.

Serious possibility of it being just a pressure reducing valve worn out and needing replaced.....especially if it's old... also may be a screen in it that could be clogged. I'd check that before I dug up 2000 ft of pipe.
