Excuse me for my naivety, but let me get this " fine" thing straight. ADEM can fine the offending city's tax base on a daily, weekly, monthly basis whereupon those monies presumably go into the ADEM coiffures. ADEM then authorizes that money, I again presume, for all of the upgrades and improvements, which the tax base also pays for. Why not just repair the d#m thing, and send the city the bill for the overage and do away with these fines, which don't seem to bother these mayors at all.
