Severe lake flooding - again....

Where was the prior planning for this disaster? Everyone in the local and national weather community was unanimous that Hurricane Harvey was going to be a slam dunk major flood disaster in Houston and SE Texas. Was anyone in lake management listening? Who is in charge here? Now we have a lake level over 10 feet, and climbing, above full pool! Property damage to docks, watercraft and houses is enormous. Quesion: Why didn't someone in charge give an order to start significantly lowering (I mean 5 or 6 feet) the lake level on Thursday or Friday? A smart move like that would have prevented much of the uneeded misery we are witnessing now.
Would anyone in charge be willing to answer this question?
