ran it thursday morning to boat parade--ran fine; when we were ready to leave, it would crank judt fine  but die when put in gear--same after 15 minutes--had to be towed in--full battery charge//non ethanol/ peeing//nothing around prop// no smoke, etc--whats the problem

Not sure about outboards but I had the same problem with my inboard (Volvo Penta).  Turned out the fuel pump was bad.  The low pressure pump worked fine to make it start but the high pressure pump wasn't so it ran lousy and then crapped out when you put it in gear.  Installed a new fuel pump and it was back to normal.  I suppose I would start with the fuel filter first as maybe it's partially obstructed.

Either the Idle Service Valve (ISV) is failing, or a complete fuel system service needs to be done.  Has it been tuned up lately?  Plugs changed? Etc.

No, but, had you said it limited the total engine RPMs that would be a different story.  You described that the engine "quit", so that makes me tend to look at other possible causes.  My question is still, "has the engine been completely service and tuned up lately"?
